Why would it cost over $400 to replace left front bulb on a 2011 Q5?

The locked emblem appeared on my dash. Checked front of car saw where left front light out. Look up to see if I could do the replacement and estimate cost. Dropped car off at a nearby Volkswagon dealership. Later called said to replace both bulbs over $800. The vehicle trade-in value approximately $10,000. Two light bulbs represents about 8% of the total value. Small front end damage to bumper and headlight could in up to a total loss! Just don't sound logical.Bob
