The problem needs to be diagnosed first, check fuses, check to see if there is any refrigerant in the system and if the system is empty you should find out why. A/C refrigerant is not a consumable, and should never have to be topped off. If it is low it means there's a leak and to determine where the leak is you need to have a evacuate and recharge job performed on the car. The regular consumer will not have the capability to perform this test...only a qualified shop/technician with the proper equipment can.
