I am going to get my clutch master/slave cylinders replaced, as well as change the brake lines on my vehicle. Is it necessary to flush my brake fluid, when I've already done that 2 years ago? It has only been 13,000 miles since then.

It's not about miles - it's about time, when it comes to brake fluid. It would make total sense with all the repairs you are performing to replace and "flush" your brake fluid. The maximum time you should have brake fluid in your vehicle is 3 years. Brake fluid is hydroscopic: it attracts moisture naturally, and as such needs frequent replacement.
IF you’re planning on replacing all brake lines - by the time the job is completed - the fluid will have already been flushed! Check owner’s manual for scheduled maintenance.
