Car won't go past 4000rpms

What is your question?

When the car is cold it will run fine when it gets up to normal temp and I step on the gas it hits 4000rpms and won't go I have to let off it shifts and I rev it out to 4000rpms and it does it again. It's almost like a shutter or something. Please help I've talked to different people nothing they've said worked

Start by checking the level and condition of the trans fluid. You will also want to scan the car for trouble codes. If it shifts after you let out this could indicate a worn out transmission but it can also be a sensor issue.
