My blower motor will not turn on. Fuses, motor, transistor/resistor is good. ???

Chcked and double checked fuses, both under dash and under the hood. Replaced transistor, jumped out resistor, bench tested motor, swapped out relays. All work fine. Its seems like there is no voltage getting to the one relay that doesn't actuate and no signal to actuate relay. I here the one relay pulling in when I switch to maximum fan speed and that's all. The other relay doesn't ever pull in. Is it the electronic control behind the knobs? It just happened out of the blue and its the coldest time of year. :(
