You need to look for yourself and see where the fluid's leaking. Get on it with a flashlight and mirror if necessary. The pump could be leaking, there could be a failed hose or fitting or the steering rack could be leaking too.

First have to determine where the leak is and repair that. You will not have power steering without fluid. Once you can keep fluid in the system you can find out if pump is working properly.
