Can this be sure to no grease in ball joint boot the tire has quit a lot of play when car is stopped and I shake it with my hands

IF you can seriously move the tire/wheel while its on the ground , you may want to consider a tow truck to a qualified repair shop. Sounds like a tie-rod getting ready to fall apart. (deadly possibilities)
