can I still take action on a recall for my car?

Go to (or possibly call) the nearest Acura dealer and ask them to check your vehicles 'VIN' status (Vehicle Identification Number) You will need to have your registration or something with that number so they can look it up. It is possible it has a recall for the ignition switch which may have never been done. IF that is the case , then it is still able to be done. The parts may need to be ordered , so it may be a few days. IF the recall (if it applies to your car) has already been done , then IF the problem is the ignition switch , it is your $ responsibility.
