Power Loss to Brakes

What is your question?

I bought this car new in 2006 and 2 instances the car appears to stall. It starts when I step on the brake and seems there is no power and a loud metal on metal sound. The dashboard has power but then stalls out. I restart engine and everything ok. Very scary. If you have ideas let me know.
