can i put on a remote starter to lock and unlock the doors on the car thats is not power locks.

Yes, there are shops who can install aftermarket alarm systems that include remote start features. Power locks can be added but I would suspect it may be quite expensive.
Yes several aftermarket alarms are available that incorporate central locking. Google "electric door lock kit" lots of options.
