How do you release the parking brake on this vehicle?

The parking brake on your 1991 Cadillac Eldorado has a vacuum operated park brake release mechanism. It is not uncommon for the vacuum actuator to fail or a problem to develop with the vacuum supply. You can manually release the parking brake with a small lever located on the side of the park brake ratchet assembly. Please be careful to keep you fingers out of the way if you try and release the park brake manually.
this small lever is on the steering column side up near the top carefully pull it to release it and keep you fingers out of the way
