P0138

What is your question?

I got a p0138 code. When I check the datastream on my scan tool it shows the downstream o2 sensor stuck at 1.27 volts. Than after a few minutes it switches quickly from 1 volt to 1.27 volts, sometimes getting stuck at 1.27 volts again. Eventually it drops below 1 volt, but switches quickly in a certain range, for example .80 and .84 volts. It doesn't follow the upstream sensor at all. Thank you
