Only the driver window has power but the others dont.

The driver window controller only can power its own window it doesn't power the others nor does each perspective controller has power. How can I get each window controllers to work? As well as the driver all window controller panel to work. When I press each window controller from the driver panel I can hear a click going to each window but no result.
