OBDII error code P0402

What is your question?

Check engine light reported P0401 "valve not flowing enough EGR". A service shop replaced the valve and a line. I drove it home and the light came back on and it was idling really rough. Now the OBDII code is P0402 "egr valve flowing too much" Any ideas what is going on here?
