What causes OBD-II fault code P2296?

The Fuel Pressure Regulator allows the fuel system to release excessive fuel in the fuel rail back to the fuel tank. When the engine control module (PCM) determines that the Fuel Pressure Regulator is not performing properly, the PCM will set code P2296.
