Hello, the steps needed to be taken would be to hook up a proper diagnostic tool to see what kind of diagnostic trouble codes are present in the memory of the control module for the related system. Once trouble codes are found, you can troubleshoot further down to find the cause of failure. There is no way to even remotely guess at what is going on with your Highlander until you perform this testing and get some clues. Then, it's best to have the testing continued to find the failed component or components. Good luck.
I just put new brake pads on my front wheels 2006 Highlander Hybrid The VSC, Brake, ABS, traction and Tire pressure lights all came on. I spent $126 at the Toyota dealer to have them tell me there was air in the line. They wanted another $340 to bleed them and reset the lights. I ended up going to another reputable auto repair shop and they took care of it for $135. Come to find out because of the computer system on the Hybrids, when I compressed the calipers it pushed brake fluid back into the reservoir and the computer thought something was wrong because of the volume of fluid coming back into the reservoir. So there really wasn't any air in the lines. The way to avoid this in the future is to take a plastic pop bottle and put two holes in the lid, put a tube into one of the holes and fill the bottle about a quarter of the way with brake fluid making sure the tube is into the fluid, put the other end onto the brake bleed valve and open the valve before compressing the caliper. This will keep fluid from being pushed back into the reservoir and having the computer freek out thinking something is wrong. Be sure your reservoir is full of fluid before you start and top it off after you finish. This will save you $$$.:-)
