My heat isn't working in my 2002 c320 wagon and my lighter either what is it

you have 2 unrelated concerns here, as far as the lighter it's very common to have a blown fuse due to a faulty element or accessory jack. The heater, I would pop the hood and feel the heater hoses and make sure they are warm to hot to the touch if not you probably have a stuck open thermostat that isn't allowing the coolant temp to get to normal operating temp.
