That has got to be the craziest fan relay circuit I have ever seen. There is a pressure switch and a temperature switch that need to be functioning properly to provide the high and normal speed fan relays with a ground on their control side. The high and normal speed relays are powered by 2 fuses. Fuse 41 30amps provides the load side power for the relays which power the fan when enabled. Fuse 16 5amps provides power to the control side of the relays. The fans have a constant ground. The easiest check would be at the fuses and the fan connector with a multimeter. Check for power on the fuses. Disconnect the fan connector and check for ground on the Brown wire. Then, with the car running and A/C on, you should have battery voltage on 1 of the other 2 wire depending if the car is commanding the high speed or normal speed relays to turn on.
