My engine is overheating because the cooling fan kicks on and then right back off. How do I fix it?

It just overheated last night for the first time. My husband replaced the cooling temperature sensor and the fan still isn't working right. He said it just keeps kicking on and off and doesn't stay on long enough to cool it down.

What makes this problem better or worse?
