My engine dies or will hesitate if I stop to fast could that be a vacuum leak

What is your question?

If my ac is on the idle feels right like its compensating vacuum,but when I did a scan 032 came up, h02 sensor in the catalytic converter could that be the problem and not vacuum leaks?

Vacuum leaks can upset the fuel mixture, resulting in driveability issues and possible fault codes. You should have these things diagnosed before changing any parts as the parts may not be needed.
