A fuel pressure test using a gauge at the fuel rail is needed - for key on engine off, and cranking and starting / running pressures. If you have zero pressure, then you know it's a fuel system delivery issue. Troubleshooting would go from there - checking the electrical circuit to verify power and ground at the pump when active, and to see if the pump is responsive or not. It is not a terribly common problem to have with a Honda -- fuel pumps are not known for failures on these vehicles, but of course anything is possible. It seems concerning to have replaced a possibly good Honda pump with a new one and not have resolved the concern.
