My brakes are spongy and go to the floor. new pads and master cylinder.

IF nothing else is the reason for the front pads being replaced other than low lining , and the pedal was normal up to that point , who replaced the pads? Who replaced the master cylinder? Is it worth towing (if necessary) to another shop , for a second opinion and possibly just fix it there? Something does sound fishy , but it also sounds like part of the story is missing.
