My 2006 Saturn ion smells bad and has rough idle what could it be and how much?

Sounds like an engine performance problem related to fuel delivery, ignition spark, air intake (too much or too little) and exhaust flow (could be restricted). Diagnostic testing is required; no guessing can be done or moves to make without hands on testing.
