NO ,no it kinda can't ..... but it can be an automatic , WITH paddle shift or a mode to shift it 'manually'. What (generally ) a manual transmission would have , is a clutch pedal , Does yours have that? Otherwise , I'll presume it's automatic and therefore would be equipped with several 'safety' devices. My first suspicion would be what is commonly referred to as a 'neutral safety switch' , which prevents the starter from engaging if the vehicle is not in neutral or park. IF , in your case , the computer is not seeing that it is in PARK or NEUTRAL , it will simply not allow the starter to engage. Given the situation that you described , MAYBE it could be an adjustment at this point. EASIEST (from my angle) would be to hook it to the proper type scan tool and verify what signal the computer is seeing for transmission 'range selector switch' (Audi may call it something else , I'm using Honda terminology).Have you tried running the selector through all positions , then back into park , and turn the key(or is yours push-button start?)
It can be both
