Loud fog horn noise on 1997 Acura RL

What is your question?

Soon after starting car a fairly loud fog horn sounding noise comes from under drivers side dash and last for about 5 seconds. Seems to happen only when car is started with AC or heat on

I would check the blower motor for signs of failure ( binding or broken squirrel cage) and replace if needed.
