lights on radio flash even when off

I suspect either a harness issue at the back of the radio (doubtful but possible), or an internal radio assembly issue (more likely). Pull the radio out and inspect closely. Wiggle the wires with them still connected - do the lights come on? If so, think wiring. If not, think radio assembly.
