this happened 2 weeks ago,replaced fuel pumps,fuel filter,plugs.but second pump will not kick on,dont understand that.

This system has a dual sump fuel tank. There is a pump in one side and a sending unit in the other. They work in tandem to balance both sides of the fuel tank to maintain even weight distribution and fuel supply. Yes, if you have a pump replaced, the sending unit on the other side may be bad too.
