Can the idol speed or the timing be adjusted? If so,how can that be done?

No, the idle speed cannot be adjusted. It is programmed into the computer software, however, if you should have your throttle body cleaned out every 30,000 miles as carbon buildup (called coking) in the throttle body bore will effect idle speed. If the condition is severe enough, the Idle speed motor will not be able to compensate.
