If the pump has the proper voltage at the pump and it still doesn't work, the pump is bad. It's possible you have a faulty new pump. Alex
Fuel pump is not receiving proper voltage - you’re likely finding voltage on the sending unit wire that feed the fuel gauge - it the pump. It is a very good possibility there is a broken wire going over to the passenger side that connects to the PCM - the ASD relay is not energizing which turns on the pump. This is a common failure for these vehicles - wiggle testing the big wiring harness along firewall with key on and listening for components under hood to start clicking - turning on is a good place to start. Good luck!
ALWAYS connect wiring harness up to new fuel pump and turn key on to test BEFORE installing the new pump - ALWAYS.. It’ll save you a bunch of time - work and money!
