Do I need a new fan or are there other things to check first?

I can do that. It seems like everything Ive found says to try the relay first. So far I know the fans good. Its currently hardwired elsewhere to to keep the Jeep from overheating. The plug and switch wire and all that jaz have been tested and all test at 12v but as soon as I plug the fan back in the fan wire tests at 0.05v, unplug it and it tests at 12 again. Still think it could be the relay or something else?
99.9% sure it's that HIDDEN relay... I say replace it! .. Then hook fan back up like it should be... OH, Dremel tool works great for cutting the access hole under passenger headlight!.. Now that was an engineering marvel!!

Im back. Soooo I got excited for nothing. Turns out thats the first thing my husband changed to try to fix this problem and it didnt work. Any other thoughts on what it could be?
The next step requires a professional scanner that can perform functional testing..and has live data screen.
I was afraid that would be the answer. Grrr. Guess I'm sending it to. The shop.
