The seat belt is worn out. How can I take the old one out and replace another one?

First you'll need the new seat belt assembly. On a 99, that may be a challenge. Second, you'll need the correct torx bit tool to remove the seat belt anchors from the body, and some serious muscle (or a breaker bar w/ your rachet.) to break the bolts loose. You may have to remove the seat altogether if the anchor points are hard to access.
