How do i know when my combination flasher relay is out

What is your question?

hearing a ticking noise when i touch the relay it was vibrating and then when my headlights are on my car my right side blinker doesnt work and when my headlights are off it blinks a lot faster then my left hand side blinker

Hello, First, check the bulbs. When there is a bad bulb, the turn signal for that side of the car will blink fast on GM vehicles. You can test for resistance across the switch while pressed in the on position and then in the off position. Testing a flasher relay: https://www.youtube.com/watch?v=C8t25GjZ6i4
