How do i fix a fluctuating idle when the cars stopped?

(1998 Saturn SL)
Hello!
I have this issue with my 97 SL. When I stop the idle will fluctuate down then up about 2 or 3 times then stop at about 800-900 RPM. I had put on all new plugs and wires except on wire is an old one because one of the new ones was faulty. I did this last night and drove to work this morning and it was all fine but on my way home it started fluctuating again... Has anyone had this issue before? At this point I'm not sure what to do!
What seems to make the problem better or worse? Its worse when warm
How long have you had this problem? A week or so

This could be an issue with the throttle position sensor, throttle body or a vacuum leak. I'd replace the one old wire and check for vacuum leaks first.
