how badly do I need to move to winter tires (from all weather tires)?

depends on where you live-snow a lot? get them, if not, your call. 0w-30 is good to below zero temps, any decent washer fluid is generally sufficient, use the lighter on the KEY, not the lock (unless you want to damage the paint).
