getting a very annoying high pitch squeal that sounds like it's coming from the dashboard area and when you touch the break pedal, it stops. it's pretty much constant and continues for a period even after the engine is turned off.

I think you have a problem with the power brake booster which operates on engine vacuum. I think maybe the check (one-way) valve or its rubber mounting grommet on the booster may be leaking causing the noise and would continue for a while when the engine's shut off. Try spraying water at the the valve and grommet, see if you hear it sucking the water in. Or try pinching off the vacuum hose leading to the brake booster and see if this changes anything. The check valve would be easy to replace if you can find it separaately from the booster assembly.
