I cleaned my throttle body, long story short it started idling high (2500rpms high) it starts normally. Idles fine until you press the throttle then it will stay at 2500rpms. I have done the idle relearn, reflashed my ECM, put a new throttle position sensor, a new throttle body. I work at GM none of the techs know what’s wrong. There is no vacuum or intake leak. The throttle body was torqued properly.
What makes this problem better or worse?
It gets better if you force it to 800 rpm’s by slipping the clutch

Hello, why did you clean the throttle body in the first place? I would focus on the changes that occurred by doing that action alone. Throttle bodies typically do not require cleaning as they are coated in a way to prevent concerns. "None of the techs know what's wrong" - have they actually taken the time to inspect your vehicle? It doesn't sound like it; it's not some mysterious situation - it's a concern that with proper diagnostic testing and inspection with required diagnostic tools and equipment - will be resolved.
