Hi, this is Dusty; I'm one of the auto experts on RepairPal's Car Genius team. If the blower motor worked without issue before replacing the actuator, my best advice would be to retrace your steps and check for any loose or broken connectors, ground wires, pinched wires, etc. You could try to gently wiggle the wires to see if it causes the blower to activate. Otherwise, you could swap the blower motor relay with another identical one from the fuse box. If the blower works, the relay is the issue. If neither of those options doesn't yield any results, a more thorough examination will be required. There may be an issue with the electrical circuit or the control module, which controls the blower speed (via your input or the auto setting); relevant fault codes may also be stored in the HVAC module.
