2016 Elantra has two concerning issues with the handling of bumps. First, the feeling is the wheels rise up and leave the road, and then do not come back down in track, but feel like the car shifted. Worse, on some bumps there is a whipping motion that I sense will be a problem on a slippery surface. The whipping (say left to right) is violent enough to sometimes turn off the cruise control!
What makes this problem better or worse?

Hello, this sounds abnormal -- I would recommend seeking guidance at your local dealership to find out what may be happening here. Alternatively, has your vehicle ever had impact damage or an accident? Steering axis inclination (SAE) angles of the wheel alignment should be checked, as well as rear wheel toe angles. This can illuminate concerns of odd handling issues.
