gas leaks when filling my tank Is it the filler tuble or overflow tube

thank yoou but observation of where leak may be is that seems to be nearer to the frame or gas tank.also if it was a svent solenoid ,woulnt it trigger the emissions system warning light (sewrviceor check engine ? More advive on where is soloenoid located needed can you provide
