Evap and o2 monitors not ready even after several drive cycles

My recommendation - first, in California, typically EVAP is not required to pass smog testing. If all else is good, you should be OK to smog test. Second, make sure you have 1/4 - 3/4 a tank of fuel, no more, no less. Third, I'd suggest driving and setting your speed control to about 56 miles per hour for about 10 minutes or so of driving. Not faster, not slower -- just cruising. Find an open stretch of road at a good time to do this in. That's over-simplified, but the engine's processor is looking for data to ensure emissions controls are functioning properly.
