Epc light comes on and loses power?

I just got this VW beetle few weeks ago. I noticed it loses power from time to time I have no EPC light on yet but I did notice it came on and went off while I was driving it. What causes this light to come on? Does it have to do anything with the vox that sits on top of the battery? I noticed that its melting...wow can someone help I'm new to VW I've always had hondas. hELP please!!!
