Engine surge

What is your question?

My vehicle has engine surge at around 1500 rpm. It bounces around 200 rpm. When I put the cruise control on it doesn't do it and drives smooth. I have replaced the TB, vent solenoid and PCV. What is most confusing is why would the cruise control fix the problem?
