Engine runs full throttle when started without touching gas pedal.

What is your question?

When I start the vehicle it goes to full throttle, and runs away, without toughing the gas pedal. I disconnected the Throttle Position Sensor and still does the same thing. I did a continuity test on the TPS wiring and one wire is fully grounded, but I don't know if this is correct knowing the TPS operates on ground. Any help is greatly appreciated.
