Vehicle's engine hesitates and/ or responds sluggishly when attempting to accelerate while climbing steep grades at relatively high speeds (typically worse at 70 mpg and 3500 - 4000 rpm).

There are many factors that would contribute to a sluggish condition. Is vehicle properly tuned , Fuel Filter restriction, Air filter restriction, Engine misfire, Vacuum leaks, Vehicle sensors working properly, Proper fuel pressure to injectors. Your local Repair shop should perform a full diagnostic and inspect for any Trouble Codes that may also cause any running problems.
