How do you know the relays are fine? Are they getting a signal to operate the fan? Are they energizing and sending power to the fan motor? Is power reaching the fan motor? Check fuses #2, 6 and 9. Are the fuses OK? This system has a resistor that could be an issue, but that would just prevent the fans from operating at low speed, high speed would still be OK.

Thx for your help. It was a blown Maxi fuse #6, 50 Amp. Found bad Condenser fan on passenger side of radiator. You were very helpful.
