engine not turning over

What is your question?

Makes a clicking sound when ignition key is turned. The "theft" light and "check engine" lights flash rapidly while I'm trying to start it. Just had a new battery installed in August, 2010. It did this once before about a month ago, then no more problems until this morning.

It sounds like bad battery, bad battery cable connections or bad electrical connections. Try jump starting the car from another car. Put a voltmeter across your battery and see that it has 12.6 volts if not the battery needs to charged and tested. Try to wiggle the battery cables they should be clean tight and secure.
