Electrical problem

(1999 Plymouth Breeze)
the car won't start until the check engine light comes on,but when it comes on,my odometer reading turns into a no bus reading,but if i turn the key half way off and then back on to start it along with pressing the brake pedal in,my odometer comes back and it will start.

This is indicating a problem with the computers and the network they use to communicate with each other. This needs to be looked at by a shop with the tools, equipment and understanding of how these systems work. I would call around to shops and have them explain what "no bus" mean, and the one that can best explain it to you is the shop to go to. Don't rule out the dealer either.
