Have a battery that is about 3 months old and is now dead. The second I hook the cables the headlights start to flash and the horn goes off. The car will start but the lights continue to flash and the horn keeps going off. Any help would be great since I have checked the fuses as well and no problems there and ideas on what to look for or what to do to fix this would be greatly appreciated.

Check this page--there may be some help there: http://repairpal.com/dodge-stratus-2000/common_problems It sounds like you have some serious electrical problems, and this would explain drain on the battery. Fuses are most likely not the issue. You'll probably need a good diagnostic tech to chase it down.
sounds like the alarm for this car is going off read up on this its in your manual or google it. next i would install a meter in between the neg terminal of the battery and the neg lead(that means youll have to take off the neg lead and put the meter in current mode and put it in series with the battery, they do make a battery clamp for this check the web) then see how much current is being drawn onthe meter with the car off, check with dodge and asked them how much of a amp draw their should be, if it is too high of a draw then start turning off breakers untill it drops then check that circuit for a bad switch, good luck
