Dashboard lighting wiring

What is your question?

Every light on my dashboard is lit up and will not cut off unless I the car is off and none of my gauges are working the digital P R N D L is out also blinkers blink ouside but not inside the car checked the fuses and none are blown out..what else it where to start thank you.....

How long has your 2005 Chevrolet Malibu had this problem?
