The cruise control computer needs to see input signal from the cruise control switch on the steering wheel, the "clock spring" cable to the switch at the steering column can fail, if stick shift the clutch pedal switch can fail or be out of adjustment, or brake light switch failure or adjustment issues. The system does have some diagnostic tests that can be done with a scan tool but to do any meaningful testing you need a wiring diagram and do the tests at the the cruise control module to ensure it is receiving all its needed inputs.
